Move the three existing workflows from inline SHA pins to readable, exact version tags backed by .github/workflows/actions.lock. Generated with the official gh actions-lock v0.4.0, the lockfile preserves every existing direct action commit and also locks the actions/github-script dependency used by Codecov.

Add gh actions-lock --verify to the Lint job, installing the CLI extension at v0.4.0 and granting the job read-only contents permission. The existing Dependabot configuration automatically maintains lockfile entries for onboarded workflows.
