Apparently I pasted the wrong defunct link. The one with the issue is https://www.labri.fr/perso/nrougier/teaching/numpy/numpy.html
I double checked. It triggers a 404 error. If you don't have the issue on your side, I'll let someone else check it in case the problem is on my side.
