The release workflow for v0.10.0 failed with Bundler::GemNotFound for rbs, rdoc and their dependencies. BUNDLE_WITHOUT: sig was set only on the ruby/setup-ruby step, so the gems were installed without the sig group, but bundle exec rake release inside rubygems/release-gem still required it.

This moves BUNDLE_WITHOUT to the job level, as ruby/benchmark and ruby/bigdecimal already do. The sig group was added after v0.9.1, so v0.10.0 is the first release to hit this.

BUNDLE_WITHOUT was set only on the setup-ruby step, so `bundle exec rake release` in rubygems/release-gem still required the sig group and failed with Bundler::GemNotFound when pushing v0.10.0.
