Publish driver events through diagnostics_channel #73
Description
Internal events for connect, TLS, query start and end, pool wait, lease start and end, idle and close, published only when something subscribes. #8, #9 and #10 are measured with them, and OpenTelemetry builds on them.
Confirm workerd supports node:diagnostics_channel first; fall back to callback options there if not. Prior art upstream: an onquery callback, porsager#1051.
