What changed

Adds the fr-CG locale for Republic of the Congo mobile numbers. The pattern accepts the +242 country code and nine-digit national numbers, including the assigned 01, 04, 05, and 06 mobile prefixes and specified mobile ranges under 02. The supported-locale list in the README and the phone validator tests are updated.

The pattern is based on the ITU numbering-plan notice submitted by ARPCE.

Verification

• npm test passes: build, lint, and 323 tests.
• The new fixture covers accepted and rejected formats.
